The shorter answer tho is that he's Steven from Steven Universe and at most he's some people's punching bag.
He does have the worse character model in the game. He's way more big and chunky and blocky then he should be from a character design standpoint.
The off modeling is references to his own show.

HE'S HARD AF
but really, it's because he takes a lot of game sense to use properly, and you have to sort of maximize every property of his moves to get him feeling even halfway decent. Once you get to knowing how to operate with him, he's extremely strong and fun.
But I do think he has a steep learning curve, and he's definitely not a character you can learn by just watching other people play him and then going straight into him without labbing.
Edit: Also, he's the only melee-based Support in the game.
Oh and the elephant in the room: Steven costs 3,000 gold.
Most players will not a bet on a character that feels terrible to start and tough to use. When you can just buy Reindog/Velma (cheaper and easier supports), or Tom/Iron Giant (for the same price).
They need to change something about the shields, that your mate isn't affected on it or something like that..
