The process is the same as leveling up your subfaction base - by farming world events in the North (Red Forest, Yanov and Limansk). However, you need to remain a Stalker/Bandit without joining any of subfactions. Please note, that in aforementioned zones only members of your SUBfaction are friendly. If you venture there as a regular Stalker/Bandit, everyone (including other Stalkers/Bandits) will be hostile.
Overall, 100 Rads bar is a remnant of several outdated and/or removed systems and I can recommend you grind its reputation only if you REALLY need an extra storage shelf.
Maybe you guys should put one of them nifty RU guns as a reward for max 100 Rads so its not so pointless
