GPU Not being used fully

my game onlly uses 35% of my GPU. I do not have any fps cap, no vsync, nothing like that. Its definetly using my GTX 960 i checked through task manager but its giving me 30 fps while only using 30% of the GPU. I don't understand how i can possibly fix this? I have all the performance settings on. Ran it as admin and everything beneath the sun and am starting to believe the fault is of the game

it could be because your system is bottle necking some were else. The game wont use all your GPU if the CPU is bottle necking for example.

100% CPU CHECK TASK MANAGER IT WILL SAY 100 IM USING A 9700K ATM, HOLDS UP PRETTY WELL.FOR THE MONEY THOUGH TRY AND GET THE 9900K IT HAS 8 CORES AND 16 THREADS THE 9700K HAS 8 CORES NO THREADS.

I got an RX6600 and a Ryzen 5 5600. It doesn't utilize more than 40% on max settings and barely uses any ram. Ever since the Ghoul update the other day the game's performance has been ♥♥♥♥♥♥♥.

The game's performance has always been very lackluster. The game on the steam client limited to like 2gb of ram, if you play on the RU client you can fiddle with the settings to increase the max ram to 4gb so the game is definitely being limited in what it can utilize.
