The shotgun twin can still hit you of course, but with much less pellets i've noticed, so you can kill him while outhealing simultaneously.After you kill him, the other twin should be less troublesome.
Run up the left side, jump on the ammo, and aim down the stairs. The drum Mag really helped.
If those Ammo Boxes are gone, I'd Still say the tactic is to put your back against a wall where the Sniper can't hit, Basicly the same spot. Gun down the 1 twin over and over until hes gone while stacking Meds.
I started Stalcraft again with a friend 2 months ago as a bandit.

With equipment from the campaign (seekers ak+5 with 40-round magazine and the Shaman's Exoskeleton+5).
The aim is to get the sniper to stay on the height of the building without anyone shooting at you, so as to have a 1 vs 1 against the one with a shotgun.
Once he's taken enough bullets, he'll flash proto-discharges at you and run at you body-to-body, so you'll have to run and empty a clip into his head to eliminate him.
Then kill the sniper by taking cover if you're low on hit points.
