While there's really no way to 100% avoid it, you can definitely take steps to keep yourself out of it in a lot of cases. Knowing what part of zones are safer (certain sides of the zones are more Bandit/Stalker than the other and some zones are further from the enemy Factions safe houses meaning it's less likely they'll be there. So again, lots of steps you can take to avoid it, but yeah, you'll never be able to 100% be free of it.
Sometimes you still have to fight, kill or be killed, that's how this game works in the place outside of safezone
