Artifact Identifying Quest is Broken

The first quest to identify the artifact is broken for me. I already identified it a while ago, I just logged on today, I have to do it again and I can't since it's already been identified.
I cannot interact with any NPCs in the swamp.
I went to Proton and NPCs were fine and I could do everything but not at the main base.
I do not want to restart on a new character, as I will lose a lot of progress.

It's a quest for a tutorial crystal that you get from tutorial "emission" have you identified that one?
Or did you already do that quest, but it came back for some reason?

It's the one for the tutorial quest.
I already identified it but now I have to identify it again.
I was thinking I could just get another artifact, but they seem to be quite hard to find and I don't think it'll work.

I did the same thing, can't get starter stuff even tho im lvl 4 there. Other bases

I have the same problen but I lost the artifact immediately
