Low FPS in game

Does someone know why does the game runs around 30-50 FPS with everything low, also i've Intel I5 8500, GTX 1050 Ti, 16 Ram, and the game is in a SSD Nvme, in the task manager it says that the game is using just 20% of the cpu and 3gb of ram.
