As long you increase your rank pretty quickly at the start of battle you can just play the same way you did to get S-ranks on Very Hard mode.
For chips I used:
Level 1 Damage Rebound D-Parry
Level 2 Rhythm Meter Rush
Level 2 Battery Magnet
But I'm sure you have your own chip setup you're comfortable with. Use Hibiki and Pick Me Up. S-ranks should come easily if you did them on Very Hard mode. Just need to worry about not dropping to a D-rank early in battle.
Here's some ACTUAL advice:
Actions, even if they don't do anything like attacks not hitting enemies, if timed correctly, will STILL add to your meter. Whenever enemies aren't present, do your dashes, and combos so your meter doesn't drop.
You're gonna need it in the Rekka fight, the monorail and other fights where you need to wait before attacking.
