Correct answer. I've seen some South Asian movies and I've never heard of anyone named "Peppermint" in any of them.
Also, it's very easy to make those mistakes with Sam.
To begin with, the name Samuel Rodrigues sounds more Mexican or Spanish (Rodriguez).
In the original english voice of Metal Gear Rising Revengace, Sam has more of an spanish accent than portuguese.
According to the devs, Korsica's accent is actually supposed to be Welsh... hard for me to tell, personally - unless it's a very strong Irish or very posh British, I can't really differentiate between the accents in that region xD
