How to finish the New hidden achievement “ Low budget finish”？

I have tried several times wearing the og costume to go this achievement by fighting with Kale in different difficulties. However, It all failed.

You have to equip the costume, the weapon, and the 808 skin.

How do I obtain the costume? I finished all the arcade missions and got the gift basket but not the costume.

It's near one of the dev documents. It will pop up when you find it.
