And remove continues penalty everywhere except using checkpoints mid boss battles.
In either case, I'm with you folks in the sense that I am very prone to retrying or replaying game sections when I'm not happy with the outcome, and I was pretty annoyed as well that the game didn't present these options during the first playthrough.
That having been said, the game opens up a TOOON after the credits roll. You'll have the option to revisit any stage, and find missed collectibles, and retry some scores. I've said this before: Hi Fi Rush is one of those rare games that treats the first playthrough as a tutorial. It's also literally not possible to max out Chai until after you beat the game. And personally speaking, the game didn't really click with me fully until I was half-way through my Hard Difficulty playthrough.
And in hindsight, I support this design decision. I think it's okay to play through, take your licks (hi, Roquefort), and just enjoy the game as a start-to-end experience. And from there, you can go back and agonize over B rankings and missed power-ups.
Though, it is also worth noting that it's possible to save scam in this game. Hi Fi Rush is very generous with the auto saves, and it will save right before each scored engagement, and after each boss segment. If you don't like how the battle is going, you can hit the Start menu and return to hideout, and then continue the stage, knowing that you can pick up right at the section that was giving you trouble. Save scamming like this is pretty much essential if you're chasing down some of the tougher achievements, like no-damage runs.
