Strangely, some of the game's audio does play at what seems to be the correct volume: the audio that plays before the title screen, and the audio that plays during attack demonstration videos (which are accessed via the store).
I'm using the speakers integrated into my Razer RZ09-0369, which seem to have been manufactured by Realtek, support THX Spatial Audio, and output audio at 24-bit, 48,000 Hz.
Thanks for the suggestion. I've already tried disabling the volume normalisation and spatial audio features, but it had no effect.
The game certainly isn't ruined for me, but it's jarring to have the volume more than double when you preview an attack in the store!
The game defaults to Multi-Channel (5.1/7.1) audio on first run. Switch it to Stereo and restart the game.
I haven't tested this, but it sounds like the mystery's been solved
