Peter Parker has more gadgets at his disposal, and can also build and use more finishers quicker than Miles. He's also got more HP and more suit options (although some of them are memes or quite bad.)
Miles has less gadgets and is weaker than Peter, but he gets Venom Power, which builds with damage done and can spent to do all sorts of combo moves. He can juggle enemies up into the air, slam them down, punch and send them flying, or do a dash that throws them while breaking specific enemy's guards. I like playing as Miles better because the Venom is very fluid to use. Peter's gadgets are fun but to really use them all you spend a lot of time in a menu.
Neither are really like Batman, the combat is much more acrobatic and focusing on not getting hit instead of counters. But Peter is probably closer to Batman in that he has a lot of options for gadgets. He also builds and uses combo more than Miles.
Miles also gets access to actual stealth gameplay. In the first game once enemies spot you, they're alerted forever. Stealth in the first game is also much more about taking people down in the right order at the right time. In the second, Miles gains the ability to go invisible and so can reset enemy aggro as well as take out any enemies he wants and disappear again.
Also the first game does somewhat lead into the second one. In my personal opinion, the first game has a far superior story that is just amazing going in blind. It also has more content overall-the second game honestly feels like it should have been a pricey DLC for the first game more than it's own standalone game.
However, the second game does have all sorts of small improvements over the first one such as idle animations when webslinging that add some life into the game. Miles is much more expressive as you traverse the map - he does flips and turns midair at the apex of your swings or contextual to your swings.
