It is pretty clear… they don’t explicitly mention fps, but what do you think is meant by that description exactly?
Has an animated look, not "makes your character animations stutter."
wouldn't you notice it the second you unequip the skin that your character does not have an animated look to it?
there is a description and it is clear what they mean by it given the context. this just goes to show that people like to blame devs, especially for user sided issues

It's common in animation to animate "on twos", which means every second frame of the film speed (in a 24fps film, that would be 12fps), or "on ones" (frame-for-frame).
I haven't been using the cartoon mods, but apparently that's what the game does to simulate the movie's effects. Turn it off if you don't like it.
Into the Spiderverse took it a step further. In the beginning of the movie, Miles is animated on twos, (so he feels kinda choppy and sluggish.) Then at the end of the movie, (when the big spoilery hero inspiration thing happens and he grows into the role of Spider-Man,) he gets animated on ones to suddenly make him feel smoother and more fluid. It was a nice touch, if you ask me.
