It's quite literally steam policy that games can't go on sale for 4 weeks after they launch, so no, it won't be

Just buy it on Kinguin for 29 bucks, that's what I did, skip steam and their price of 50 bucks and don't wait for any sale, it ain't gonna drop to 30 bucks any time soon on Steam, so go on Kinguin.
