Can't use PS4 controller in game

Just started it. When it gets to the menu, the selection just loops from up to down the menu. I disabled steam input. It's bluetoothed. How do I get the controller to work?

I'm pretty sure that if you want to use PlayStation controllers without Steam Input enabled, they have to be wired in order for them to be mapped correctly.
