Randomness questions

I have played the first 6 levels and now I am confused.
(1) Is there always a solution on every level, regardless of randomness?
(2) Is the pattern of rabbits appearing random? Or are there rules? I couldn't figure it out.

1) There is always a way to limit the randomness so that each goal is achievable
2) Each dustbunny will attempt to grow to a random adjacent tile that is unoccupied

I was skeptical because the effect of randomness in this game was unclear for me so I was thinking that there might be a state that could never be solved.
