I have an issue with getting the game to run above 60fps. My CPU and GPU is at around 30% load when running this game and I've tried verifying game files, but the game still seems to be stuck at 60fps.

My monitor is 165hz and I've tried turning off Vsync and restarting the game, but it doesn't seem to work. Gonna create a separate discussion for this issue.

The human eye is only capable of discerning around 25-30 fps anyway. Anything higher than 30 is "too fast for the eye to see." Everyone likes to make a big deal about running at 120 fps, but if you're at 60 then you already have more than you need.
In my opinion, 40-60 is plenty enough to smooth out the majority of any dips in performance that might cause a bit of stuttering. But trying to run it faster will run your processor and GPU HOTTER. If it runs too fast and gets too hot, it will basically go into thermal overload and then NOTHING will work right until you cool the system down.

So in short, if you're at 60 then you shouldn't need any more than that. Just go with it.

But even if I had a monitor with a 60hz refresh rate, it's still beneficial to have a higher framerate since it helps decrease input lag. However it does introduce more potential screen tearing, which I can admit some people don't like.

Also, if anyone has a PC that can't sustain 100% load for multiple hours, then it's either has terrible cooling, it's defective or it has been overclocked way too much to be stable. I have gaming PC with 32GB RAM, RTX 3060 and an Intel i7-4790K which I have built myself, so I'll think I'll be fine. I've been using the same motherboard since 2015 and it still hasn't failed me.

One more point, if the developers designed the game to let you change the desired framerate in the graphics settings beyond 60fps, it would be fair to expect it to work.

If you have the hardware for it and you really want to set the framerate five times higher than what your eyes physically need in order to see a coherent and fluid picture, then go for it. I'm running a system similar to yours but with a NVidia 1080 (air cooled) and a 60Hz monitor myself, and on this game it runs fine at 60. But I've also played a few other games that just weren't optimized right during development so they tend to overheat and crash the system unless I cap them at 30. And a lot of people run gaming laptops, which are considerably worse than desktops at moving heat out of the case. Fortunately though, this game isn't such a heavy demand on the graphics load.

I see. I use an aftermarket cooler for my CPU and I have 4 fans for my PC case, so cooling is not an issue for me. I also route the cables so that my GPU and CPU can get as much fresh air as possible. I've also delidded cpu one time to replace the thermal paste between the IHS and the CPU with liquid metal (newer CPUS have the IHS soldered instead of using thermal paste which is much better). I decided to stick with aircooling though, since I don't feel like maintaining a watercooled system.

Since you have an older graphics card than I do, it might also be a good idea to apply new thermal paste on the GPU, so the graphics card's cooler can work more efficiently.

Whenever I custom paint the Ferrari 296 GTB there is a visual bug when jumping, the pilot pops put of the car, I need to put official visual paints for the bug to disappear.

Fix this game's sound. Steam version has no sound. The Microsoft Store has sound but not the Steam version.
