How do I find someone to teach me how to get up here? I think I have spoken to everyone I have found.

You need to save the chancellor from the assassin, then enter the castle and read all the maps in the left and right rooms.

Ooh! I haven't even found the chancellor. I found a direction I had missed and am talking to the Firefly Queen at the moment. Is the Chancellor in the city? I can get to the castle but the door is closed. I tried going around the sides but they both seem to be dead ends.

Go south of the city through the swamp. Technically queen is after that part of the story but her skill is amazing so it's great to unlock first anyway.
Once you can see ghosts you will notice a special ghost appearing in the market, that will allow you to progress. Note that this one only appears a fair bit into the loop and it functions as the time limit for you to achieve something after first talking to it.
This part requires some familiarity grinding and changing your loop for this so be prepared to not get much else done for a while.

Oh I totally missed that ghost, I thought it was the one that gave you skills but its a "puzzled ghost" when I mouse over. Added some talk actions to that section
