"Small Town" Achievement (obvious Corporation spoilers)

I've stayed in Bitnode 3 for about a week and a half longer than I needed to because I wanted to knock out all the corporation achievements while I'm in here. The only one left is
Small town (Have a division with 3000 employee), and it should have popped. I've got a division with over 3k employees (Healthcare, because it's crazy profitable) with 495 employees in three branches, 510 in two, and 507 in the last one. That's 3007, but no cheevo. Everybody's assigned and nobody's in training.

Can anyone who's gotten the achievement tell me what I'm missing here? Do you actually need 3k people in one branch of a division? If so, that's one achievement I'm just going to have to miss for now.

I did it with Real Estate division, bought a lot of advertisements for crazy multiplier
