Absurd Performance requirements
I am on a 7800x3d, 3060 ti and 32gb ram... yet this game does not run on my pc
I cant get above 40 frames per second, even on lowest settings and I frequently crash with "out of memory" errors... Is there any plans on optimizing this game to be playable?

Well, the 3060Ti 8GB of vRAM is certainly holding you back in this case...
Aside from that, your CPU is fine and your FPS should be doing a bit better.

"Out of memory" errors are unusual, are there other error messages you can share?
It's not clear if it's vRAM or System RAM that is lacking.

Also, the Bellwright Log File would be helpful.

Further, could you elaborate a bit on what you mean by "lowest settings"?
The 3060 class "works best" as a 1K (1024x768) or maybe up tp 2K (2048x1080).

Meanwhile, here's some blind suggestions:
* Steam Verify Game Files
* Remove Mods (at least until your performance issues are resolved)

* Verify you don't have any RAM Hogs (eg. Chrome) running the background

* Verify Size/Health of Page File (it may be fragmented)
See YouTube on how to delete/recreate the Page File (the only way to de-fragment it).
With 32GB of RAM, you should be using System Managed Page File Size.

* Game Settings to Try:
- Disable vSync (it's not a good idea, unless your a competitive FPS player)
- Don't use DLSS (mainly to save vRAM), plus at 1K it isn't helping you

- Try using "Medium" Settings first
- Turn all Illumination Settings down 1 notch
- Turn View Distance down 2 notches
- Disable Motion Blur

lowest settings as in all graphics settings at minimum and the default 16:9 1080p
After searching on "3060Ti", several users report 60 FPS or so on "Medium" settings.
Maybe those threads will help you figure this out.

I'd still do the above suggestions.
It's very likely an issue with your System Page File (for the out-of-memory error only).
The FPS problem is a GPU Driver or Game Setting issue.
Try setting your Global Illumination Method to "None", if you have not done sop already, Seems like a performance hog.
I've been playing with medium/high settings using DLAA on preset k with FSR FG enabled and I average around 120 FPS at 1440p (70 average without FG). I'm also using SpecialK to help with the frame pacing and it's been a pretty stable experience for about one hundred hours so far.

Im running this game on a potato at 60 fps

Intel I5
16 gb ram
Geforce GTX 1650
im running this on a laptop with a 3070 and 16gb of ram at 60fps on high settings.....
I cannot play this game anymore because of bad performance.
even on everything low i barely get 40 fps anymore.
the weird thing is i was able to play until endgame then performance broke down completely.

I agree, this game demands ridiculously high-end equipment. Other games can perform better with lesser demands (GTA, RDR2, MD, etc)
You can't reliably contrast different games to compare performance.
Different Games = Different Engines and CPU/GPU Requirements.

If you do a little research/work, this game can perform well on sub-minimal hardware.
And by "well" I mean > a stable 60+ FPS.

Yes, it could be better, but it is hardly "unplayable".

Comparing a game in early access to 10 to 20 year's old games is just nonsense, of course your old junk works better for old game's. And of course the game can have errors and optimization problems, it's in full development folks.
I am playing on my Commodore 64 in ASCII mode and it runs like butter.
Imsai 8080 here, but it takes 18 months to key it all in with the paddle switches.

As well as the above suggestions:

Short version:
Check CPU, Memory, Disk, GPU utilization, GPU temperature, nvidia drivers, Windows, BIOS, Chipset drivers, game reinstall

Longer version:
You should ensure that your system isn't under heavy load before you start playing, one way to check this is to right-click the Start button, click Task Manager, go to the Processes tab, right-click on the headers (CPU Memory etc) and make sure GPU is also selected. If there's anything on a high percentage of use (above say 10% for CPU, 30-50% Memory, a few % Disk, 20-30% GPU, numbers can vary a lot between systems though) before going in game that could be causing the bad performance or memory errors.
Edit: by anything on high percentage I mean overall, as listed in each header. If there is an overall high GPU usage for instance, you can then sort by that header to see what process is causing the high GPU usage etc.

You could try checking your GPU temperature when you are in game, if it's getting above around 80 degrees celsius it may be thermal throttling, personally I undervolted my 3070 which kept the same performance but lowered temperatures by 15-20 degrees celsius. If you have the nvidia app you can go to System > Performance to see GPU utilization and temperature

Also may want to try the 566.36 nvidia drivers, they are the most stable drivers for the 30xx and 40xx series, I'm using them myself and run Bellwright at upscaled 4k at 60fps (same CPU as you & 3070). Conversely may want to make sure your drivers are updated to the latest, whatever works for you and your system.

Plus good in general to have Windows updates installed, as well as the latest BIOS and AMD Chipset drivers.

If nothing else works, perhaps a reinstall of Bellwright in case it has some internal misconfiguration or corrupted shaders or something (do the Steam file verification as suggested by Ensign Toby first though to see if that works)

With MD I guess you mean Medieval Dynasty? That game run on Unreal Engine 4 afaik. Bellwright on Unreal Engine 5.
