Tree stumps

So there are plenty of stumps you can dig out with a shovel. But those stumps are allready there. The stumps that are left after you cut down a tree, cannot be dug out blocking where i want to build a house or other things. Anyone know a work around for this?

These stumps disappear after a while on their own.
They also don't block build space.
There must be something else.
