Burning Stove Part 2 (cant clear bandit camp)?

Is this a known bug? Ive killed 32 bandits, see no bandits and I cant claim the flag. It says I need to kill all teh guards. THERE ARE NO GUARDS!!! Not even Brisco will talk to me. So I wait and kill over and over and over. Many bandits all dead, STILL CANT claim the flag. Is this a known bug?
Rresetting the game does not work, resetting steam does not work. How do I do this quest?

Could be patrols around that belong to the camp. Me and my friend had to work hard to clear the bandit camp to the west in the swamp. Was so many roaming patrols.

Must have been this. I killed nearly 100 more bandits and had to run with one god archer just pelting the crap out of me. came back and sniped him and got quest advancement.
