Allow us to redefine Quick Load and Quick Save keys

For some reason these keys are missing under the 'controls' section, and F9 (which is the games Quick Load button) has for years been used as my 'Map' key (for reasons). Anyway, it's ingrained into me to press F9 for the map and the forced quick reload is going to be one heck of a problem if I can't change it.

I've tried changing it under AppData\Local\Bellwright\Saved\Config\Windows\GameUserSettings.ini but it doesn't seem to take, so there must be another file somewhere...
