Recruitment strategy
I'm essentially just getting started. As for villagers, I have 4. The hunter you get early on on a quest, 2 beggars because they were cheap, and one more potential somewhat similar to the hunter.

How do you usually decide to recruit? The best you can get at the time, or rapid fire the beggars until you get a decent population because they're cheap?

I went out and got all the beggars first, then as I got more reputation with the villages I recruited people with higher stats. You'll have to liberate a village to get access to specialized villagers but the beggars do okay if you go the strength in numbers route. By the time I liberated my first village I think I had about 15 villagers, mostly beggars with tier 2 armors and the reinforced club. I like keeping the enemy staggered with the bow to help protect my army, a beggar with a bow isn't completely useless but they miss quite a bit.

got 1 beggar 1 time as a delivery mule but only held him til I had like 4-5 that had str/agi stats that could go to to 3-4 and job stats to 3-5. they dont stay cheap enough long enough to be worth it to me

Starting to realize that. They WERE cheap when I posted this, but I'm finding that the cost to recruit goes up for every villager you have.

Does the value scale by percentage or a solid amount added to each person evenly? Like, if a beggar was 50 and a better character was 100, would they increase to 100 and 200 respectively, or to 100 and 150?

percentage but its not "across the board" meaning that there is basically a ranking for villagers and their cost.

I've never had a beggar.. I went for the next tier up. I tried to get people with at least a 4 in a skill and tried to stagger them.. you know one good in crafting, one good in labor.. etc..

If I were to go back I would have probably gotten a beggar or 2 early on.. if not simply for delivery. I thought delivery was literally for deliveries but that it one of the most important jobs around the base in general.

Shields require a strength of 1 to use I believe.. and bows require agility of 1? Might be higher. Basically they might not meet the requirements to use those items. It will tell you on the weapon/item what the minimum requirement is to use them.
After you initially get beggars at the start of the game before unlocking the higher tier villagers. You can expel the beggars getting rid of them and get the renown back that you spent on them and more. As you recruit new villagers, all of your villagers renown for expelling goes up. Meaning if you bought a Beggar for 100 renown on day 2, after getting 15 more villagers by day 30. Your beggar will now be able to be expelled (sold) for 1,500~ renown. Which you can then use on a better villager for the same or slightly higher price. Effectively enabling you to get rid of all of your 0, 1 and 2 star villagers to get 3 and 4 star villagers as replacements when able.

You can get lots of renown by taking out bandit camps and brigands. Higher the level of bandits and brigands, the more renown you get. Also when you get a hunters camp and villagers start hunting animals for you. You will have plenty of resources to build loads of trophies to get a few thousand renown that way. As you do higher level quests they start to give thousands of renown per quest as well. In no time you will go from 5 villagers to over 20. On day 45 I have 23 already and liberated my first village.
