one of those idiots wasn't recruit-able as well . he just offered to give me an item for freeing him and i couldn't recruit him. they are all very weak anyways.
A followup quest with the Butcher appeared several days later for me
with a little creative parkour i reached one who decided to stand on the pillar like ruin to the right of the cages. i thought i was stuck also but the climb in this game is startlingly forgiving.
if they are like in the keep to the left of the cages you may want to backtrack through the ruins a little to find a wall you can climb in through. game quickly becomes old school assassins creed or Prince of Persia for a brief second but is do-able. not excusing the state its in though ;)
I also had this. Saved then reloaded and he was back in his prison and I could talk to him.
