My storages are being filled up with hemp and flax. 800 hemp and 500 flax now. Forager and 2 Farms all have top up 100. No outposts bring any in.

I suspect it's from the farms. Is it a known issue that they don't follow top up cap?

Or perhaps i dipped below 100 total so my farmers decided to plant, and with high farming skill + fertilizer they ended up harvesting storage crippling amounts.

How do i deal with this?

If you have freed any towns you are able to trade the extra to them for other stuff, click on them on them map.

yeah it's just they don't have anything I need and im actually trying to trade away other goods like inferior armor, crude stone and pelts.

i guess this is why we have the outhouse

I did this my first play through.. I did not understand the farms, the top up limit on the farm they will plant an entire field when you drop below that amount... it's better if you just turn the farm off and manually plant what you want and let them take care of the rest. I try to keep all my plantables (wheat, cotton, hemp, sage, etc..) around 100-120 in stock.. if they get below that then I just plant 2 or 3 of whatever I need. I had 1250 wheat lol.. I had to trade it away and/or throw it into the crapper to get rid of it.. now I know better lol.

You can always trade away, dump the resources, or consider sending them to another outpost. A good problem to have!
