Have you cut down all the trees around the Forester building? Was there trees around it to start with?
2. Limit immediatly storaging Tree Saplings
3. Forester building overall works really strange, but somehow works. No idea how.
That is not my experience though. They will use from the local storage at the Forester building as well.
Does your woodcutters keep cut down trees in the same area your Forester is planting? In that case you won't really notice forest regrow much. If you cut down everything and shift your woodcutters to another work area you will notice resgrowth of trees better as foresters do their work.
They will take saplings directly from the table and plant them I've seen it. The issue is that tree regrowth is still too slow. You can out cut your regrowth still and there really is nothing you can do about it. So I have 3 areas where I get wood 2 normal and one hardwood and each one has it's own forestry building.
