Why isn't there single player offline mode?

I haven't played any other mode except singleplayer offline so I don't know what made you think otherwise. The game is a singleplayer game with optional 4-player co-op, not the usual MMO affair.

I just tested it it runs in steam offline mode fine... Are you trying to get MP to work in offline mode? Are you one those people who try to join others games in offline mode using your friends shared copy? Because I just tested I even unhooked my internet it rand fine...

That's... exactly what it is? What are you talking about? That's literally how I usually play the game as my friend is often busy.

I think you should get better informed about the game, because it doesn't make use of any server. You don't need to be connected to the internet at all to play it.

Singleplayer games rarely require server setups or server logins, if ever. I cannot think of a single one that required you to do that.

I think you may be mistaken, the game can be entirely played on your local machine, there is no need to set up any server to play and you can freely play singleplayer.
