How to fight against shielded enemies in melee?

I do not fight myself... I use my villagers to fight.. especially in melee.. I snipe from the back with my bow.

If you are early game you can shoot them with a bow/arrow.. aim for their head over the shield. Also, you can jump over walls and they can't so you can kite them around objects be cheesing them.

If you are really wanting to fight a shielded enemy.. I wish you luck. It's very very hard to be able to get a hit on them without them blocking. My advice is to avoid them.

Just my advice. I'm sure some others might have some actual tactics. lol I just know they are extremely hard to deal with 1v1 especially with the combat jank in this game.
