From the starting town haerdronen or whatever it's called follow the right path that leads to the south. A little bit down the round, slight in south east direction, you will find a little lake with a hut of an "exile craftsman".... Behind his hut are lots of wolfs, a little bit deeper in that small wood are even more.
On the other side of this small lake, there is also a point of interest "Wolfs den", you can easily spot it by the birds flying in circles above it. Guranteed wolves there.

2 went completely around the first village for about 30 minutes looking for the "road to the southeast"

That said, if it's not working properly for you, the ones the quest pointed me at were straight east of the Hearndean town marker on the map. If you go past the tower we start at and sorta follow the mountain wall you'll encounter wolves. 2 down below where you're at and one up on a cliff above. Getting up there is a bit of a pain and I think the quest only required us to kill 2 wolves. I don't think you have to kill those specific wolves so if you have trouble finding them just keep wandering until you find some. They're all over the map. Hopefully that helps. There's also an interactive map that you can google that shows the wolf location that was mentioned above. It doesn't have all the wolves on the map marked on it by any means, I think there's only 2 locations shown but one should be close enough for you to get to.
