Lol, yeah I met him today. He was on that little island with the peat bog on it, and the chump didn't have a quest for me. He did seem to accept his fate though..

its part of a late game quest called burning stove, the quest is bugged the later parts of the quest are bugged though.

burning stove quest is broken i got that quest when i already clear all the bandits in camp in the game. i just realize that the prisoner i seen in some camps that i cleared are related to that quest so they disappear already in me i cant progress anymore in that quest.
