Tougher bandits might drop it as loot. Might also be found as loot in chests. But you'll want to build a tanner's hut to set up production.
There are villages offering leather for trade if you liberate them.

Yeah rare drop off brigands super rare at least off first ones, you need a laborer to make them yourself closest one is Farnworth village...

When liberating Bradford you can trade leather with this village. Makes things very easy then... :)
