"Moving up in the world" quest not working?

I cleared out the bandit camp that is marked on the map but its not counting as completed for some reason anyone know what I need to actually do or is this a bug?

Is this the one you need to "claim" the banner? I can't remember but I think it is.

If you did not look at the banner and "claim" it, then the quest does not progress, despite you clearing the camp.

That is exactly it. Took me clearing the camp twice to finally figure that out. Especially in winter it's easy to miss that you can even interact with it.
