Iron Nails?

To start making Iron Nails I assume I need to build a Toolmaker T3 or a Blacksmith T3. But both of these buildings require a lot of iron nails to be built? How do I get them? What enemies drop them?

Brigands (not bandits) can drop them. Usually 1 at a time.

Sadly Ive been to Brigand Headquarters and Prison, yet still everyone drops Copper Nails at best, yet my research is past tier 3 :(

Brigand only drop copper nails, bandit high lvl high gear drop iron nails

For clarification to everyone needing this info later, higher tier bandits drop iron nails - specifically the orange armor ones often wearing steel helmets. Found them in T3 and T2 camps.
