There are many different kinds of survival games, but no, this is not the type of survival game that would thrive on PvP.
This is a more slow paced survival game where its more about building up economy, buildings, community. This game is more like Medieval Dynasty.
Putting PvP into this game would have been horrible.
Difficult part about having both PvE and PvP in games like this is that it is very difficult to actually balance them well to be actually good at both since you either end up with a game that is ok, at best, at both, or pretty good in PvP but pretty bad in PvE.
There are very few, if any at all, that is really good at both PvE and PvP in the same game without one of them suffering.
