I know it is not a solution, but it does improve as your settlement improves.
I have to manually cook the stews (lv3) even though my cooks (levels 6, 4, and 4) all just keep stuffing sticks in to light it, but never add any ingredients for the recipes I set up.
Unfortunately the Root Cellar needs an apprentice innkeeper which means finding one, being able to liberate that town and then recruiting that villager before being able to research it. There needs to be a better T1 food storage option.
I try to keep my player stocked with 2 to 3 items of the best I can make, ie cooked meat / mushrooms or stews and jams once you get the cauldron, but the villagers will not go out of their way to make sure they have food which is really annoying so they walk off to gather supplies from somewhere and then complain about hunger because their food ran out on the way there. Or the smoke 500 mushrooms unless you tell them to stop by placing the smoker on 0 priority :(
