There’s some in the tree line just before the little lake sw of padstow. That was the first I’d found. It’s a tall fluffy looking flower, quite easy to miss

Decado said it best.....if you walk up that roadway and look at the bushes and trees to your right, you should be able to find 3-4 stalks of it inbetween that area.....the fishing hut lady will be on your far left near the pond and there will be a very small merchant camp next to her hut that has a innkeeper and a merchant (who sells fish) same as she does....and closer to the path there is another hut by the pond with another fisherman who will have a quest for a Golden Trout using special bait from Padstow Mayor - also will be reeds near him on the northern corner of that pond - best place to put a teleporter sign is right up there north of pond along that roadway....makes it easy to go north to padstow and south to these merchants and pond area...

I also found a couple in the open grass between the fisherman who gives quests and the crafter npc

You can find it by walking around this neighbourhood. It's close to the enemy camp.
