I only found laborer in cashmere. Laborers are needed to unlock Tier 3. However, in order to become neutral in Chasmere, the eldest wants Tier 3 items. So it is impossible to liberate the village and unlock Tier 3. unless there are laborers elsewhere. But I didn't find any.

I think I got my Labourer from Farnsworth. Elder was 3x shovels.

This makes no sense, We need the labourer to get the Upgraded Leather, so we can get better weapons and Armors... But for it we need to liberated TIer3+ Villages with Tier1 Weapons and armors?...

I am T3 and still no laborer....thankfully the local banditos love their rawhide face masks.....

Yeah you going to get a lot of pain.....I am so thankful I finally am able to craft some Tier 2 gear.....my guys can way into the bad guys really fast with good weapons and gear....I managed to take out a Medium encampment with 6 of my folks....sadly all of them got wiped and I had to do the archery spam on the remaining 3 morons.....thankfully I gave my troops most of the stuff so I had room for more stuff - with all these bandit hits I have made a nice 6k rep......I think I am going to hit the next village shortly once I have a few more resources met but yeah....too much cart before the horse crap in this game.....not very consistent and then you are blocked if you cannot get one specific person - which really really sucks - especially since getting rawhide and leather is a total pain in the rump - I have to waylay parties retaking towns or go to the bandit HQ and be brave or stupid....and try to shoot enough bad guys to drop some and hope they carry the goodies....all the while trying to stay alive from all of their archers

Exactly, most games are like:

You Tier 1. Kill a Tier 1 Boss to get access to Tier 2. Congrats! Now you can kill Tier 2.

THis game is like

You Tier 1. Kill a Tier 2 Army. Now A Tier 3 Army. Now a Tier 4 Army. Nice! Now you can farm/grind to Tier 3!

Why dont you just liberaty first town for blacksmith and padstrow for woodman, then you have t2 melee weap and t2 bow, arrows ?
And i dont think brigrands have difference tiers, untill now i liberated 4 villages and brigands are same, with t2 bow and broze arrrows, brigands have no chance, they all dead on way to villages

The apprentice labourer at Farnworth doesn't require Bellwright status.. I got to friendly, and then constructed my way to protector. Built the belltower, defended the town, and then took my apprentice and let the Brigands take the town back.. Not before I traded as much of my spoiled food for their goods as I could though!
