Build a weaver and I believe you need hemp and flex for simple rope it will say when you cursor over the simple rope at a weaver set up

beginning of the game quest. are simple cord (1 flax). but both are made at the weavers rack, rope is 2 hemp and flax. the weavers rack is us unlocked through the path of the gatherers hut.
