Basically it just regrow log and hardwood tree's you already cut down. It doesn't create new massive forests.
Young trees and saplings will regrow by itself. Log and Hardwood tree's need to be re-planted. I don't think remove the stubs do anything else than clear the land so you can build on it, and if you don't build on it I don't think it matter if you removed the stub for some extra wood or not. As long as nothing is blocking the cell where the tree was, they can replant it.
I had a village that looked like a wasteland due to all the trees was cut down over a wide area. Placing 2 foresters and it was back up again quite fast.
Forests is show as spots with trees on the map though. Open areas show as just green. They can after all just re-plant a tree in the same spot you cut down a tree before.
Remember your wood cutters will chop down young tree's and gather saplings continious as they gather wood so you won't really notice these regrow a lot. If you are not using much logs for a while and your wood cutters not cutting any log tree's you will notice your foresters replanting working as it should.
Just make sure that you have enough mud and fertilizer.
