That is my current understanding. You're not sowing new forests, you're replenishing old ones.
Update description is:
"Forestry introduces a building where you can grow saplings and use them to replant nearby forests"
Thank you, i must of missed that part, Looks like i have a forest to tear down and lumbermill and forester to replace
I have only dug up a few stumps but what I noticed is that it seems they only replant the exact trees you cut down. I do not think that stumps do anything for that process. Like I said I only dug up a few though and my forestry building as far as I can tell did not plant a tree in their place but they replace the mature trees that my people have cut down.
