Deliveries and trades with villages do seem to ignore the rules and dump them in a storage, not sure how it decides which, last one built, closest to source... Anyway they get dumped regardless of rules and then your villagers have to move things if there is space avaliable
Also if someone is already on route to deliver to a storage before you disable it then they'll still use the storage to do that drop off
Plus I think you can get some quirky bugs
But there is more bugginess to it than that, because yeah, later on they can decide to still move more things into disallowed storage. That I haven't figure out yet :(
Best advice seems to be to allow only a couple types of items in each kind of storage - except that it also seems like villagers are willing to drop of tools, especially, wherever they go to get their next task item. So: anywhere. At least... once there are many options for storage..?
