can't deliver food from food cellar

so i made a daily delivery order from my main settlement to my outpost for 10 units of food everyday, but the delivery never happened. i put all my food in food cellar (of course). but when i move the food that i want to deliver to stockpile the food is delivered to the outpost. Basically the game can't deliver the food if it's stored in the food cellar

the delivery setup specifically says stockpiles. Cant remember if I ever tried with JUST a barn or not in my settlement
