Can only your villagers make bronze ingot ? i have no option when i try to smelt

You have to add both copper ore and tin ore, then it will make a bronze ingot... there isn't a separate option for you to specifically select to smelt a bronze ingot.

Also if you want copper but bronze is higher priority, your serfs may just toss a tin ingot in when you aren't looking to make the bronze. Priorities are key!

somethings are easier to do early by turning the priority to zero. this way you load you put in the wood (the biggest wasted object in the game. npcs just load up on wood. they will put 4 in for a single ingot. or any cooking when it could easily do the job with 1.
and as mentioned earlier you put copper and tin ore in to make bronze their is no optionfor bronze.
