Cutting Hardwood

I'm trying to cut hardwood trees near Farnsworth, but It's telling me I need a better tool than a fine axe. Villagers having the same problem. What am I doing wrong?

study and make a “crude axe” (a tool ax requires 2 units of “strength”). for some reason, “hard” wood of the second level can only be obtained with such an ax, although there are tool axes of a higher level

It is to do with the axe level. Use a rugged Axe

I have no idea how I missed that the rugged axe was a higher teir than the fine axe. I even researched the long sharp-bearded axe and couldn't use it. Anyway thanks
