whoever came with this unreasonable idea need to reconsider his suggestions in future.
Just need to let people host their own servers, like you do with "7 days to die" etc. Thing is, this game is not really that suitable for a server based setup. Content get consumed, bandit camps etc get cleared, towns get claimed. You could find yourself out of the game for a few days and then come back with nothing to do because the other guys cleared out a lot of stuff.
If camps did respawn randomly around, if towns gave out repeat/random quests etc... it would been another thing. For a server based setup content is king imho.

With servers, even if some folks advance, the game could be structured to ensure there are always engaging activities for everyone, no matter when they log in.
