Yes you can play the DREAM mod with the Steam version of Daggerfall. You need Daggerfall Unity though, not just the base steam version, though Daggerfall Unity requires the Steam directory path for Daggerfall to play. Once you've bought the Steam version of Daggerfall and have downloaded/extracted Daggerfall Unity, launching the game will ask you to navigate to the steam directory, which will be in your steam/steamapps/common/The Elder Scrolls Daggerfall/DF/DAGGER. Once you've set that as your path you no longer need to involve Steam in anything you do.
At this point, you download the DREAM mod from Nexus Mods(I do the manual download so I can scan each file with my antivirus) and install the files for the mod into the Daggerfall Unity file you extracted at the beginning. So like say you downloaded Daggerfall Unity and extracted it into a folder on your desktop you named "Daggerfall", you'd then go into the DaggerfallUnity_Data folder that was extracted into your desktop folder, go into StreamingAssets within the _Data folder, and this is where you move all the files/folders from the mod into. The DREAM mod comes with a PDF you can launch in your browser to show you how to do it, or you can youtube it as there's plenty of videos showing you how if you're more of a learn by watching kinda person.
Once you do it once you'll be like "Wow, that was easy.". I would recommend reading the PDF though since there are some settings in DF Unity that the mod author says needs to be set to specific values in order for the mod to work properly.
