Increasing magic skills without casting spells
Is there a way to raise magic skills such as Destruction and Mysticism beyond 51% from training if you're unable to cast spells? I took disadvantages at character creation such as unable to cast spells in light, dark, and no magicka regen. I only need enough skill levels to advance in the Mages' Guild enough to use the item maker / enchanter, which needs 55% in one magic skill if I remember right.

UESP mentions that an enchantment on items exists which boosts your skills but I've never seen this in-game. There are also items that can cast spells like Shock when used -- will using those enough times increase my Destruction skill?

Join the Temple of Julianos they have item maker as well.

Join the Temple of Julianos they have item maker as well.

Is it possible to join Temple of Julianos after one has joined Mages Guild? I read that it isn't, but Julianos does list Short Blade as a skill and this would be a lot easier to train to 51% and use skill to 55% than trying to use magic with a build like the OP has stated (and it lists same rank for access to enchanter as Mages Guild, so getting to 55% is still required).

There is an enchantment called Enhance Skill that raises the chosen skill by 15%, and this is a major path to getting overpowered if one has enough gold and enchants multiple items with same enchantment due to the fact that they stack... but one needs to use Item Maker to get this enchantment. I haven't seen it in game otherwise either, but it may still be there and I didn't find it (or perhaps I did find it and don't remember because it was inferior to the items I enchanted myself and so I didn't use it and I'm a dozen chars later).

If you want to install Unity there is a mod that uncaps the training, and in Unity by default as well there is a console command to open the enchanter (showitemmaker, and another is showspellmaker to open spell maker) which needs no guild or temple and can be opened anywhere any time, but stuff still needs gold to make and when you use add gold console command you are on the verge of breaking the game by making it too easy. But if you are just eager to experience the enchanting service this is a great way to do it, and you can install separate and (hopefully, since Steam does weird things) run the Unity without Steam and thus still keep that vanilla flavor going with your original char.

This is a quote from Daggerfall Workshop on the subject, and it isn't whether one can join a Temple and Mages guild it is specifically that temple.

You know way more about this game than me but this is what I read:

"If you join the School of Julianos, you can't join the Mage's Guild or the Temple of Kynareth. This locks you out entirely from spellmaking which I think is just not reasonable. The Guild and the School are rivals because each is a magical research institution who presumably want to one up each other (I wouldn't be surprised if there was philosophical differences as well; in fact there should be). If Julianos members could make spells, joining it would be viable and give more people the possibility to make a meaningful choice with their character"

You can join the Temple of Julianos and the Mages Guild, but they are enemies so doing quests for one will lower your reputation with the other. It can be a bit grindy to balance, but certainly not hard to do.
