If you can't cast in daylight or night, you can't cast spells at all. Did you just follow some build on YouTube and not read what different advantages and disadvantages do?
The simple answer is: Use the skills. How you do it is your decision. To earn money to be able to pay the trainers is one way, To cast spells is another.
Why would you want to develop these skills in the first place? To get better at using them, to get Willpower higher? ...
Well, I suppose the answer is that you are experimenting (which is a great way to enjoy the TES games, in my opinion). To play a character who can't cast spells, but isn't played as a pure fighter (or thief) must be interesting indeed!
It doesn't sound like you make a hard build so much as a stupid one, honestly.
